Special Issue Information

Dear Colleagues,

I would like to invite you to propose a paper for a Special Issue on “E-administration—Its Use and Spread”.

In today’s world, e-administration, also called electronic administration, is starting to become widespread. E-administration refers to any number of mechanisms which transform organizations from paper processing to electronic processing. The success of e-administration depends on the extent to which citizens are able and wish to take advantage of the opportunities allowed by it. It could be especially beneficial for any type of excluded and discriminated people, for example, persons with disabilities.

The main reason for using e-administration was to increase the efficiency of institutional operations by private and public organizations. Thanks to the digital signature, any citizen can carry out any procedure without leaving their home or needing to go to the nearest office. E-administration has increased the availability of services up to 24 hours a day, 7 days a week throughout the year. Further, a very important advantage is the availability of public services—for example, we can have online information about procedures, about the accessibility of particular public services, and so on.

To achieve the best efficiency of e-administration, we should take into account many technical aspects—for example, cloud computing, electronic signature, big data management, Internet of Things, blockchain.

The use of e-administration can be also very important from a Smart City concept point of view. The implementation of a Smart City needs digitalization of the largest possible amount of processes in the city. In this approach, cities should integrate problems like urban development, urban planning, climate change, water governance, energy governance, and so on into one conscious system. The e-administration system is needed to achieve it.

Qualitative and quantitative empirical research studies are desired in this Special Issue. We would like to welcome papers that will show the impact of various factors (social, economic, managerial, technical) on e-administration use and spread.

The COVID-19 (coronavirus disease) pandemic has had a significant impact on the healthcare delivery system worldwide. Many pre-pandemic norms, standards, and methods of providing medical services in most medical facilities had to be changed and re-evaluated. Many of them will likely stay changed and will probably never be provided in the same way in post-pandemic reality. The COVID-19 crisis is still ongoing and some sources say that we should be prepared for a third wave of the pandemic. The scope of the analysis conducted in this publication is related to the healthcare sector, including services and Polish healthcare professionals’ work quality during the COVID-19 crisis. The research gap, the basis for conducting new research, is the lack of clarified results analysing the quality assurance of healthcare workers during the COVID-19 pandemic. It is necessary to ask about healthcare professionals’ rate of personal protective equipment quality in Polish medical facilities. The result of cluster analysis will help us to know what the clusters for variables on quality assurance of protection measures for healthcare workers are. The research was carried out using a questionnaire survey on a sample of 21 medical personnel in Polish hospitals. The main findings of this publication are problems with information flow between staff and staff managers and determining appropriate zones. The quality of the personal protective equipment offered by medical facilities’ management and their availability is at an appropriate level. The publication aims to analyse the level of quality assurance of health care worker protection measures in the example of Silesian voivodeships in Poland during the COVID-19 pandemic. Full article

This paper analyses the public procurement auctions for snow removal contracts to find out whether bid-rigging occurred. Due to the limited participation in the auction processes, detection of anticompetitive agreements was possible. The econometric analysis used in our study supported the findings of a cartel agreement. Cluster analysis, statistical hypothesis, normality and symmetry and nonparametric tests reveal two types of auctions: competitive and noncompetitive bids. The aim of this paper is to analyze the public procurement auctions with nonparametric statistical methods. Our findings are in line with the literature in the field. Full article

The main goal of this article is to define the characteristics of and to evaluate the three selected models used to measure the performance of public administration bodies, with an emphasis placed on their application in different perspectives. The contemporary public administration institutions are obligated to increase their operating efficiency as well as the satisfaction of their stakeholders. This is precisely why they have been implementing diverse models, especially those already used for years in managing profit-oriented organisations. The models chosen for analysis are applied in public administration, making it possible to measure numerous indicators of both financial and nonfinancial nature. The research method adopted by the authors is a conceptual literature review performed using the resources of the Scopus, Springer, WoS, Emerald, and EBSCO databases. The items subject to analysis were the 3Es (i.e., economy, efficiency, effectiveness) and IOO (e.g., input, output, and outcome) models as well as the model included in the BSC (Balance Scorecard). The research has evidenced that each of the models has its strengths and limitations. The results thus obtained have led to a conclusion that the solution showing the highest potential in the area of the study is the performance measurement model proposed under the BSC; however, according to the authors, it still requires some fine-tuning to public administration’s operating conditions and organisational culture. The article also highlights the fundamental operationalisation problems related to the subject in question. Full article

The implementation and smooth functioning of e-administration depends on many technical and organizational factors but also on psychosocial factors, including the sense of fear. In this paper, the authors treat fear as a subjective and perceptible sense of threat. They recognize that employees may express various concerns. Previous research has shown that employees may be afraid of losing their jobs as a result of implementing e-administration. The introduction of technology brings with it the threat of dehumanization. There are also numerous concerns that the development of modern technologies will not ensure adequate economic growth because it will be too slow. This paper discusses issues related to the fear of the changes taking place in the present, in particular those related to the introduction of modern technologies, as well as problems related to the possibility of reducing unethical behavior. The research has been carried out in local administration offices using a qualitative research procedure. The results of the research indicate the existence of relationships between the quality of e-administration and fears or threats experienced or perceived by employees. If e-administration does not simplify work and does not reduce employees’ workload, the only fears are employees’ fear of change and their inability to master new information technologies. The data obtained allow management practitioners to overcome barriers related to the implementation of e-administration. Full article

Much has been written about the strategic orientation of public administration organizations (prospecting, defending, reacting, and analyzing) and their consequences for organizational effects, but little is dedicated to e-administration. Is the provision of services using IT affecting the adoption of strategic orientation and its effects? The paper is dealing with e-administration issues, specifically in terms of the impact of the Miles and Snow strategic orientation on e-administration effects. To measure e-administration effects, the author’s personal tool using the Common Assessment Framework (CAF) criterion has been proposed. The data collection was conducted using the Computer-Assisted Web Interview (CAWI) method, in the period from November 2017 to January 2018. Two hundred and twenty-six Polish organizations took part in the study. The objective of this study, i.e., assessing the impact of strategic orientation and e-administration effects, was achieved by using the Ordinary Least Squares (OLS) method. It is indicated that the Defender orientation is positively associated with the effects of e-administration. Full article

System architecture plays a crucial role in the establishment of Digital Government infrastructure. Over recent decades, various architectures have been introduced by scholars for the establishment of Digital Government infrastructure. However, there is no uniform agreement on Digital Government architecture concepts required for Digital Government infrastructure. To more thoroughly examine the Digital Government architecture introduced in this article, we collected 103 papers published between 2003 and 2020 retrieved from five leading literature databases. To conduct our research, we followed best practice scholarly accepted guidelines for researchers. Per the guidelines, we formulated research questions and employed an approach based on specific inclusion and exclusion criteria to meet our research goals. Our study found evidence that there is a lack of knowledge in terms of the state-of-the-art in Digital Government infrastructure and its challenges concerning existing Digital Government architectures. We identified a set of primary Digital Government architecture characteristics and building blocks on which the Digital Government infrastructures are built. These components are meant to improve the design of future Digital Government systems and applications. Furthermore, our research revealed a need for designing a reference architecture to provide government organizations with the best practice knowledge of already existing Digital Government architectures. The paper investigates the accessibility of local government websites. It focuses in particular on disability, e-administration, and web accessibility standards for the visually impaired. The research involved 182 websites of local government bodies of the Małopolskie Voivodeship (Poland). It employed selected automated testing applications. The occurrence of selected accessibility tools on the websites was verified with a cognitive walkthrough. A questionnaire survey was conducted as well. Results of the automatic measurements were standardized using the unitarization method. The effort yielded an aggregate final score for each website in the form of the AAR (Aggregate Accessibility Rating). It was used to build a ranking list of the websites and order them by the accessibility criterion. The websites achieved 57.23% of the available AAR points in total. This indicates there is a great opportunity for improvement in the accessibility of the investigated websites (in the employed research design). Moreover, municipalities were found to be heavily committed to the questionnaire survey, which is indicative of the importance and relevance of the problem of accessibility and quality of public websites. This study investigated how social media is used by a municipal government agency for communication of citizen coproduction initiatives, through social media content analysis of the government’s official Twitter account. This article identified that the dominant form of social media coproduction in the Bandung municipal government in Indonesia is government-to-citizen (G2C) interaction, focused primarily on informing and nudging (86.62%) citizens, as well as some limited elements of citizen-to-government (C2G) communication, such as citizen sourcing and citizen reporting (8.96%). The municipal government uses various visual tools on Twitter to disseminate G2C information and convey its messages. Regarding the phase of the service cycle, this study found that the majority of social media communications are related to co-assessment (52.26%) and co-designing (42.24%), with a limited number of tweets about co-delivery (3.25%). Based on these findings, this article discusses the shifting relationship between government and citizens brought on by the adoption of this social media platform in its service delivery arrangement.
