Special Issue Information

Dear Colleagues, 

The aim of the Smart City is to find the right solutions to improve the comfort and safety of living in cities while reducing its expenses. Improving the living standard of residents and increasing their participation in making important decisions requires the ability to specify their current and future needs, as well as flexible adaptation of the city development strategy to the constantly changing external and internal conditions. Smart cities base their strategy on the use of information and communication technologies (ICT). Modern ICT tools enable data collection, e.g., on the current state of resources and problems of the city and sharing these data in real time. 

The opportunity to constantly analyze data is important in the context of the constant shrinking of resources and the growing costs of obtaining them. An extremely important factor is therefore the provision of an appropriate communication infrastructure. A properly planned, developed or modernized communication infrastructure may contribute to reducing the consumption of natural resources without worsening the living standards of the inhabitants. It is estimated that thanks to the technology of the fourth industrial revolution, the advantages of a smart city will outweigh its expenses.  

Changes in the communication infrastructure of smart cities force progress in terms of new materials and technology. Due to the fact that smart cities require a properly planned and configured communication infrastructure, as well as new solutions in the field of materials and technology, enabling the production or broadly understood modernization of the existing infrastructure, it is necessary to develop research in the context of contemporary challenges. New solutions should take into account the requirements of both an aging society and the broadly understood influence of climate change, as well as economic benefits. The search for a new solution very often requires a flexible approach and cooperation of authors from various research fields.          

Therefore, the study summarizes the latest solutions of research teams concerning new functions of buildings, urban spaces as well as new materials and transport technologies, taking into account contemporary and forecasted needs of users. This study presents the developed technical and technological solutions for the creation and modeling of Smart City 4.0 infrastructure in various regions around the world. The presented solutions have utilitarian values and are characteristic of a given region or city.

The development of reliability theory has led to the setting of tasks requiring consideration of the efficiency and functional safety of technical objects of transport over the life cycle. The paper demonstrates the possibility of using the universal laws of elastic wave theory to describe natural phenomena occurring in complex dynamic systems, on the examples of solving issues arising in the interaction of rolling stock and the railway track. The accounting of the time component and the ability of elastic waves to propagate energy in time and space allowed considering any interaction process as a chain of processes, incidence-reflection-refraction of force impulses of interaction. Understanding the physics of dynamic processes that occur in objects while performing their intended functions allows developers to improve objects in such a way as to minimize their life cycle cost and maximize their ability to perform their intended functions under different operating conditions. In addition, it allows the expansion of existing methods and approaches to diagnostics of dynamic transport systems. All this is a base for making it possible to develop an innovative and effective tool for engineers and scientists to assess the impact of technosphere transport objects on human habitats. The development of transport infrastructure is associated with risks, expressed in the likelihood of harm to the road users’ health during road accidents and their consequences. The risk management process is aimed at reducing the influence of factors that contribute to the occurrence of an accident and increase the consequences’ severity after it. This article proposes a risk management methodology within five stages: identification, analysis and evaluation, processing, development of recommendations, and monitoring. For each step, we describe the methods and models that allow us to effectively solve the problem of risk management. We proposed a risk management algorithm based on feedback. We tested the adequacy of the methodology on a specific example: we conducted an analysis, an assessment, and proposed risk management measures in the field of ensuring road safety in a small town. The opportunities for data collection in smart cities and communities provide new approaches for assessing risk of roadway components. This paper presents and compares two different methodological approaches for cycling safety assessment of objective and perceived risk. Objective risk was derived from speed and direction profiles collected with Global Navigation Satellite System (GNSS) and camera installed on an instrumented bicycle. Safety critical events between cyclists and other road users were identified and linked to five different roadway components. A panel of experts was asked to score the severity of the safety critical events using a Delphi process to reach consensus. To estimate the perceived risk, a web-based survey was provided to the city bicyclist community asking them to score the same five roadway components with a 4-point Likert scale. A comparison between perceived and objective risk classification of the roadway components showed a good agreement when only higher severity conflicts were considered. The research findings support the notion that it is possible to collect information from bicycle probe data that match and user perceptions and thus, utilizing them to take advantage of such data in advancing the goals of in smart cities and communities. This article presents the issues and needs for modern solutions in building urban infrastructure, based on the smart city idea to improve the living standards of residents. Particular attention is paid to one of the most important aspects of life, related to road safety of children as pedestrians and cyclists. Pedestrian sidewalks and bicycle paths with high pedestrian traffic are classified as dangerous areas in many countries. More than 3% of the injuries and fatalities among pedestrian road users that are victims of accidents occur due to crossing the road. Therefore, it is necessary to apply various technical infrastructure solutions to improve the safety of this group of inhabitants. The scientific purpose of this article is the assessment of the safety level of children in pedestrian and bicycle traffic and the analysis of road solutions supporting the maintenance of high-level city safety. The research was based on the analysis of statistical data of accidents and the diagnostic survey method determining the safety of the inhabitants of southern Poland. As a result, an analysis of the level of child safety in urban traffic was developed, as well as key factors affecting the levels of road safety, based on the opinions of respondents. Potential places with the greatest risk of collision with minors have also been identified. There are also proposals for infrastructure solutions aimed at minimising accident risk levels in designated areas. Full article
