The article is written on a current topic. The tasks are correct. The methods are selected accordingly in order to reveal the topic of the work, complete the task and achieve the goal. It is worth noting that the authors proved that the current problem is the lack of an integrated approach to the analysis and classification of risk factors in unstable industrial, eco-economic and political conditions. On the basis of theoretical, statistical and mathematical studies, the assessment and management of risk factors at the stage of implementation of the investment and construction project was carried out. A methodology for assessing the impact of risk factors on the activity of construction enterprises is proposed, which is suitable for use at any construction enterprise, regardless of its location - in Russia, Iraq or abroad. However, the article needs revisions:

1) In the article, it is worth discussing and proving on specific measures why exactly the method of hierarchical analysis can be used as one of the methods of quantitative approach in analysis and decision-making in construction

2) The position of choosing exactly two enterprises from each country (construction enterprise "Alamko" and residential complex Iraq Gate in the center of Baghdad) is not justified. Why exactly they should be taken for risk management in construction is not proven. The specifics of their activities that allow them to be taken as examples of risk management have not been determined.

3) In the conclusions it is written that "According to the results of the study on the assessment of the impact of risk factors on the activities of construction enterprises in Iraq, the following recommendations were developed: ..." However, no conclusions were made for Russia.

4) Since the authors claim that the proposed methodology can be extended to all countries, it is worth showing it on the example of European countries or countries of the USA, Asia, and other highly developed countries.

The manuscript is clear, relevant to the field, and presented in a well-structured manner. It has a well-founded mathematical base.

Quotes are relevant.

The manuscript is scientifically based. Formulas are easy to interpret.

The conclusions correspond to the given evidence and arguments.

The paper provides valuable information supported by data. Nevertheless, to improve the quality of the paper to the Journal standards, a few comments have to be addressed, such as:

The novelty behind the study is not well clarified. Clear information should be given for a better understanding of the contribution of the study. The contribution of the study should be highlighted in a more accurate way. All information (literature review, problem, purpose, research methodology, results and discussion, conclusions) in the manuscript was inadequately given in order to understand what the contribution of this study to the related scientific area is. It is not clear how this study differentiates itself from the existing ones in the related literature. It should be highlighted how it fills a gap in the related literature for a better understanding of the contribution of the study. Please add more citations of scientific articles from the related literature.

The study needs a better description of the research approach. Particularly, please give more information on the data for increasing the availability and reliability of the study and present a more detailed analysis of the data. This helps the reader to clearly understand the results and also the contribution of the study. Also, this would strengthen the discussion and the conclusions of the paper.

More attention should be devoted to presenting and discussing the results. Further discussion of the results is necessary. Please present a more detailed discussion of the results. Please provide a greater depth of discussion about each Figure and Table.

The limitations of the study should be explained.

Captions for tables should be presented with a more specific description rather than a general sentence.

Figure quality needs to be improved.

There are some typos in the manuscript and English editing is recommended.

The article is interesting and the researched problem has scientific potential. However, some problems need to be solved:

1. The paper needs a Literature review section. Literature review should include more recent sources (2020-2023) and be enriched with relevant references.

2. The authors must briefly present the steps of the research (possibly in a figure).

3. The discussion section must be built in the context of dialogue with other researchers in the literature review.

4. In my opinion, a section of conclusions that includes theoretical and managerial implications, research limitations, and future research directions would be helpful.

The article has scientific value and can be published after carefully reviewing the reported issues.
