This paper deals with an important problem, that is, the dependent scattering effect in absorbing medium. It applies exact Maxwell's solutions to develop criteria of dependent and independent scattering, which would be useful for researchers in the field of light scattering and radiative transfer. I can recommend it for publication with some minor comments.

1. In the methodology section, the appropriateness of the use of complex wavevector of vector spherical wave functions should be carefully discussed.

2. What is the physical significance of negative extinction? Does it mean the scatterers can amplify the electromagnetic fields due to their presence in the absorbing medium? Why does this happen? Maybe some examples of electromagnetic field distribution can aid to the understanding of this phenomenon.

3. There are interesting oscillations  in Figure 6 with respect to c/a. Can the authors explain why this happens?

4. There are many typos. For instance, in Eq. (13), sqrt{2n+1} should not appear in the exponent; in Figure 7(d),  Ns should be 100.
