 This paper proposes a decentralized control structure and method for a multilevel single- 13 phase power converter using space vector pulse width modulation (SVPWM). I have following concern

  1. Introduction section needs to be improved by incorporating recent works. Author should discuss the latest low frequency modulation schemes like variable structure NLC, Optimal NLC, Recent works in area of SHE also.
  2. In Fig. 12 THD of voltage is shown as 0.09%. This figure doesnt look realistic. Are the authors taking about THD of voltage waveform after using filters?
  3. Harmonic profile presented in Hardware results are not clear. Please use better results to show harmonic profile.
  4. The texts of various hardware figures are blurred. Please use better figures.
  5. Looks like authors have used 4 controller board. This is bit too high. Can't the authors use the controller board more efficiently?
  6. The authors have written "Figure 21b presents FFT analysis of output voltage in the frequency range of 0 to 20 kHz. 394
    The FFT analysis results shows that the output voltage has low harmonic distortion.". This could hardly be verified from figures.

5) Fig.s 16and 17 are not cited and not described in the main text

In this paper, the so-called decentralized modulation of the cascaded H-bridge (CHB) multilevel inverters is presented. The paper includes the simulation and the experimental results. However there are some concerns that should be addressed:

  1. The English language of the paper may be improved. In many cases long sentences are written which are difficult to understand. Also, in some other cases there are language errors. For example the following sentence in the Abstract is ambiguous "The decentralized control structure that cells will exchange information with neighboring cells in order to adjust the switching vector and switching time for each cell is focused in this paper. In the proposed method, the switching vectors and the corresponding switching time of each cell will be self-determined based on the phase angle of two neighboring cells. ". Please note that this is an example, go through the entire paper and improve English language.
  2. Fig. 5(b), the typical output voltage of the inverter that is shown in this figure has not half-wave symmetry which would result in the dc component in the output voltage and this is not acceptable.
  3. There is already many modulation methods that have been presented for the multilevel inverters. It is not clear what are the differences of the proposed method in this paper with the existing methods. Please note that this field is mature and many research works have been done on the modulation methods.
  4. There is no comparisons to verify the method proposed in this paper. The method must be compared with other existing methods to verify its pros and cons.
  5. Fig. 7 is not informative, why the authors presented such a messy diagram?
  6. In Fig. 14, a picture of an electronic circuit, perhaps a processor, is used instead of the picture of the power converter cells!
  7. Still I do not understand what is the difference of the method of this paper with the well-known LSPWM that is commonly used for modulation of the CHB multilevel inverters.
