Special Issue Information

Dear Colleagues,

We are pleased to invite you to present the results of your research in the field of the impact of transport infrastructure on regional development. The topic of the relationship between transport infrastructure and regional development came to prominence in the 1990s due to numerous publications on the subject, as well as the rapid acceleration of the construction of the TEN-T network in Europe. In later decades, the big push to infrastructure, including motorway networks, high-speed railways, seaports and airports, was observed primarily in Asia, but also in Central and Eastern Europe and on other continents, particularly in developing countries. A frequent phenomenon was the parallel rapid socio-economic development of countries and regions in which transport infrastructure was expanded, resulting in increased interest in this research topic. The topic is therefore relevant and subject to rapid change as a result of new phenomena, such as the COVID-19 pandemic and EU recovery plan, which provide new conditions for overcoming the “white elephants” syndrome so that development through infrastructure is more sustainable.

This Special Issue aims to capture the various effects of transport infrastructure development at regional level: from improved accessibility, environmental effects, sustainable development, impacts on inter-regional trade and transport costs, location of new private sector investment, to redistribution of regional income. The effects themselves can be demand or supply, distributive or generative, temporary or permament, direct user benefits or indirect (via demand or via supply) wider effects, including socio-economic spillovers (accessibility, environment, employment, efficiency or social inclusion).

In this Special Issue, original research articles and reviews are welcome. Research areas may include (but not limited to) the following effects: econometric production function estimates, regional modelling, international trade modelling, LUTI or SCGE models, cost benefit analysis and multi-criteria analysis, accessibility and potential models. We invite you to publish your achievements concerning the spectrum of effects of transport infrastructure expansion on regional development using different research methods.

One of the keys to the transformation of a region is the expansion of transportation networks. Airports will continue to develop as significant growth centres. The literature review in this article suggests various concepts of importance for connectivity while stating the significance of airport corridors as emerging economic corridors. The objective of this article is to calculate the landside connectivity for road networks for different tiers of airports in their influence areas, as well as to identify the regions that are most and least accessible in the Indian context. This study analysed geographical aspects based on graph theory and the connectivity indices of road networks. The airports were ranked based on these connectivity indices, resulting in the selected case of Bagdogra Airport, West Bengal being used for accessibility analysis. This study also includes centrality indices to determine accessibility in the airport region based on QGIS tools. The centrality indices increase with distance from the airport, indicating the impact of airport connectivity in the identified influence area. The results show critical nodes and links, indicating the necessity for comprehensive planning for new airport regions for greater accessibility and for stimulating development. Full article

The discussion about the impact of the construction of new transport infrastructure on economic growth has been going on in scientific journals for decades. The objective of the article is to assess the importance of the development of transport infrastructure for regional development in Central and Eastern European countries (CEEC). The analysis mainly concerns investments made with the support of European Union structural funds. Particular attention was paid to transport relations between the major metropolises. It is assumed that they perform the functions of growth poles and generate the diffusion of development processes also into the peripheral area. In addition, a study of changes in potential accessibility in road transport was carried out. The temporal scope of the study covers a period of 12 years, when the scale of new investment was greatest. The results thus obtained are set against a backdrop of economic development indices (changes in GDP over the period under study). The study confirmed that the impact on economic development mainly takes place at the beginning of the development of the transport infrastructure. On this basis, a dynamic spatial sequence proposal was formulated regarding the dependence between investments in infrastructure and the development of regions and metropolises. Full article

From the formal dialogue between China and ASEAN in 1991 to the establishment of the China–ASEAN FTA in 2010, the economic and trade relations between China and ASEAN countries have developed rapidly. With the continuous development of economic and trade relations, the infrastructural level between China and ASEAN has far lagged behind the needs of exchanges and trade. How to promote the development of bilateral trade through infrastructure construction and interconnection has become a concern of governments of all countries. In the context of China’s “Belt and Road” Initiative and the “Master Plan for ASEAN Connectivity”, new ideas and opportunities are provided for ASEAN infrastructure construction and its interconnection with China. Based on panel data from 2004 to 2020, this paper analyzes the impact of ASEAN infrastructure on the China–ASEAN trade volume. The analysis finds that road, port, shipping and communication infrastructure positively impact the bilateral trade volume, among which ports exert the greatest impact on the bilateral trade volume and roads have the least impact. For a more in-depth study, the transportation infrastructures of land and island countries are compared and analyzed separately. The impact of road infrastructure on trade is significant for land countries, while the impact of port infrastructure on trade is more remarkable for island countries. Finally, measures and suggestions on how to promote the development of bilateral trade are proposed on the basis of the above analysis. Full article

The main purpose of the paper is to provide an overview of methods used to research the relationship between transport infrastructure investments and regional development, with a focus on wider impacts both in the traditional economic context (wider economic impacts or WEIs) and—which is a methodological novelty proposed by this paper—in the spatial context (wider spatial impacts or WSIs). In terms of methodology, research may be conducted using the following methods: cost benefit analysis (CBA) and multi-criteria analysis (MCA), accessibility and potential models, econometric production function estimates, regional modelling, trade and input-output (IO) modelling, Land Use-Transport Interaction (LUTI) or spatial computable general equilibrium (SCGE) models. In the European Union, approaches based on cost-benefit analysis (CBA), or possibly multi-criteria analysis (MCA), continue to prevail. Notwithstanding the availability of a wide range of methods for quantifying socio-economic impacts, the European Union recommends that wider economic impacts at the regional and national levels be assessed by means of qualitative approaches. This being the case, it is recommendable for the European Commission to take broad-ranging action towards ensuring that the effects of transport infrastructure investments are assessed by means of a broader range of approaches. The issue related to parking lots has a multidimensional nature. For the purposes of the article, the analysis covered 113 parking lots located directly next to national roads in the Mazovian Voivodeship (Poland), which is similar in terms of economic development and conditions of the linear infrastructure to other countries in Central Europe. The conducted research included analyzing the correlation of parameters in individual parking lots and those related to nearby roads (traffic volume, technical quality) and the type of area in which they occurred (population density). In addition, the presented results describe the capacity of parking in the analyzed region in terms of the number of available parking slots for heavy goods vehicles, the size of the additional operating area, and the presence of security-related elements (fencing, lighting, physical protection, monitoring). The analysis demonstrated a correlation between some parameters (type of nearby road and security rs = 0.35, area size and number of slots rs = 0.35) and significant differences in results between private and public parking lots (average number of slots 18 versus 34, percent of most secured parkings 45% versus 69%). The obtained innovative results can be used by public institutions and entities providing parking services to reorganize the space at parking places and to conduct more effective analyses from the point of view of future investments in infrastructure accompanying the public road network. This paper investigates the reasons behind the surprising cost performance of road construction projects in Poland. In particular, in order to explain the phenomenon of cost underruns, the role of regulations related to the national and the European Union structural investment funding is verified. It is shown that in Poland there exist two different institutional frameworks related to infrastructure investment projects. However, in the case of road transport infrastructure investment, the public investor does not discriminate between the sources of funding and follows the optimal strategy for the EU co-funded projects. This, in turn, leads to the emergence of cost underruns. Full article

The correlation between retail trade and the transport system is clear. Shops are customer oriented, and to visit them, the shopper needs to travel by a mode of transport and find a suitable time to do so. Due to the concentration of retail outlets in large-format shopping centres, these have become among the greatest attractors and traffic generators (including car traffic). While their attraction potential and traffic generation are well established in the literature, research on disruptions to the retail market and their impact on the transport system remains sparse. The authors—wishing to extend the scope of research on this subject matter—set themselves the objective of examining the extent to which Sunday retail restrictions affect the efficiency of the local road transport system. They applied time-measured costs (queuing and delayed travel times) as a measure of efficiency. Empirical measurements of traffic volumes were employed in the study, and the measure of efficiency was calculated through microsimulation traffic modelling based on a psychophysical car-following model. However, the returned results prove to be inconclusive. A decrease in the temporal cost incurred by road users is observed in areas around shopping centres located in the city centre and the outskirts. A different pattern, however, is observed close to shopping centres located on an axis connecting the city centre to residential areas. The main conclusion from this study is that the changes in traffic density seen due to Sunday retail restrictions should induce further analyses of the changes in the spatial and temporal distribution of traffic. As a result, a more efficient traffic management that is adjusted to a given day of the week and specific situation on that day could be implemented. Full article

This paper presents a novel methodology based on the modified actuarial credibility approach. It allows for the adjustment of initial cost estimates of public infrastructure projects by accounting for the additional risk/uncertainty factor. Hence, it offers an interesting alternative to other existing forecasting methods. We test our approach by applying data for over 300 major infrastructure projects implemented in Poland between 2004 and 2020. We prove that, despite its simplicity, the actuarial credibility approach can deliver accurate cost estimates compared to more complex methods such as regression analysis (OLS) or machine learning (LASSO). In particular, we show that, although the forecasting accuracy varies among different project categories, actuarial credibility outperforms other forecasting approaches in the majority of cases. As a result, we argue that actuarial credibility should be considered as a relatively simple tool with very modest data requirements that can be easily applied by investors and policy makers in order to improve project planning and avoid cost overruns. This study selected the Yangtze River Delta urban agglomeration as the research area, considering the current status of its transportation development to construct an urban agglomeration land transportation integration index system and to evaluate the development of the area’s transportation integration. The study examined the influence mechanism of transportation infrastructure on service industry agglomeration. The results were as follows: (1) From 2011 to 2020, the Yangtze River Delta urban agglomeration land transportation integration index showed a clear upward trend. (2) The development of the integration level of local transportation has a certain inhibitory effect on the agglomeration of local service industries. The transportation integration of the Yangtze River Delta urban agglomeration played an important role in promoting the agglomeration of local wholesale and retail industries and transportation, storage, and postal services. The labor force and market size also have a significant impact on service agglomeration. (3) The integration of land transport in the urban agglomeration affects the agglomeration of service industries through the knowledge spillover effect caused by the improvement of accessibility, and the impact is heterogeneous. The Yangtze River Delta urban agglomeration needs to accelerate the construction of trans-provincial and trans-municipal transportation infrastructure and to further improve its connectivity level to promote the integrated development of high-quality transportation in this area. Among the benefits of high-speed rails (HSRs) discussed from various aspects, indirect benefits may contribute to medium- and long-term economic impacts such as an increase in service supply and gross regional product (GRP). In order to estimate the economic impacts, we modeled I/O–spatial interaction by combining the inter–industrial transactions shown on the I/O table with the geospatial distance decay of economic mass through passenger transportation. In addition, the regional economic impacts, as a part of the indirect benefits, were evaluated by the model applied to the Mumbai–Ahmedabad High-Speed Rail (MAHSR) corridor in India, which is an emerging country with remarkable economic growth. The results showed the economic impacts on each zone and each industry along the MAHSR corridor as a relative distribution. The unique feature of this approach is that it is possible to evaluate the geographic distributions and interregional disparity of economic impacts by combining the industrial I/O relationships with the changes in passenger accessibility associated with a large-scale transportation project such as an HSR. Moreover, this method can be applied to various countries and regions where detailed I/O statistical data, such as interregional I/O tables, are difficult to obtain, as well as various transportation project evaluations taking into account interregional equity. The main purpose of the paper is to present a methodical approach to differences in changes in intra-national potential accessibility. Research concerns level of accessibility and its dispersion, both for freight and passenger transport regarding four transport modes. The main added value of the paper is an indication of how to monitor changes in the accessibility of many modes of transport at the municipal level, as a result of investment processes, while taking into account the available data sources, both on the land use data and travel times, with the support of regional and central offices. We focus on the intensive development of transport infrastructure after Poland’s accession to the EU. We conclude that outcomes of reducing territorial differences in accessibility are diverse depending on the transport mode: from a generally positive effect in passenger transport to varied effects in freight transport, including particularly highly polarising effects in rail transport. The research method provides the possibility of analysing multimodal changes in accessibility concerning numerous transport modes for any large country or group of countries. Certain development opportunities of the model to be implemented in the future are discussed. Full article

This paper presents the findings of a study on the impact of the transformation of a road transport corridor on the form of a functio-spatial structure, as determined by the placement of significant economic activity sites within this corridor. The investigation of relations and interdependencies in the development of the road transport system and development structure transformation processes allowed for the identification of tendencies in the shaping of space, as well as for building models that reflect the transformation of the road corridor under study. The study focused on a fragment of the road transport corridor between Kraków and Bochnia (called the “Kraków East–Bochnia” corridor), as a distinctive case of contemporary transformations of the functio-spatial structure that happen under the influence of the construction and opening of a section of highway A4. The study was based on original field work, a review of the literature and an analysis of applicable planning documents. GIS tools, cartographic resources and satellite images were also used. The transformation of the area under investigation and the increase in its accessibility due to the presence of the highway pointed to the area’s high attractiveness in terms of real estate development—especially at nodal sites along the linkages that connected the highway with other elements of the road corridor. The relationships between the completed highway section and the previous road layout are crucial to the emergence of economic activity sites and areas, and thus lead to a transformation of developed space following a new spatial model. This study explores the spatial effect of infrastructure development on real estate prices in the Yangtze River Delta. It constructs an evaluation system of the infrastructure development level across five dimensions (i.e., transportation, water supply and drainage, energy and power, postal communication, and ecological environment), analyzes the development characteristics of urban infrastructure in the Yangtze River Delta, and uses a spatial panel model to explore how urban infrastructure development affects real estate prices. Results indicate that (1) the overall development level of urban infrastructure in the Yangtze River Delta region shows an upward trend. Significant regional differences exist as the development level of urban infrastructure in the eastern region is ahead of that in the central region; (2) Spatial autocorrelation and real estate prices in the Yangtze River Delta region in infrastructure development and overall levels, respectively, are high; (3) Infrastructure directly affects local real estate market demand and improves the vitality of the housing market in adjacent areas; and (4) Infrastructure construction can significantly promote the rise of urban real estate prices in the eastern region, while this driving effect is not significant in the central region. This research will help the government promote the coordinated development of urban infrastructure and formulate relevant policies for the macro-control of the real estate market in urban agglomerations. The construction of a high-speed railway is important to the transportation network and economic development of a region. To further understand the interaction between accessibility and urban economic linkage in the context of high-speed railway networks, this study investigated the spatial and temporal changes in the coupling coordination between accessibility and economic linkage after a high-speed railway was opened in Hunan Province, China, using a coupling coordination model. The aim of this research is to explore the role that high-speed rail construction plays in regional development. Results indicate that (1) after the high-speed railway was opened, the accessibility of cities in Hunan Province has improved significantly, although the overall pattern has not changed by much. This is because it still shows a radiation pattern, with the Changsha–Zhuzhou–Xiangtan urban agglomeration at its core, which has subsequently spread to surrounding areas; (2) the improvement in urban accessibility has strengthened the economic linkages between cities, and the overall spatial pattern has gradually evolved from a point-axis pattern to a network pattern. The bipolar trend of total regional economic linkage has become more pronounced than what it was before; (3) the overall coordination degree of accessibility and economic linkage coupling in Hunan Province is primary coupling, and the phenomenon of regional polarization is prominent, thus showing the overall spatial pattern of ‘strong in the east and weak in the west.’ Further strengthening the construction of the high-speed railway in the northern part of Hunan, promoting the economic construction in the western and southern parts of Hunan, and building a spatial pattern of synergistic integration for Hunan’s continued transportation and economic development are suggested. Important attributes of a transportation chain are the costs of their operation, the security of supply they provide, and reducing carbon emissions throughout the chain. When making managerial decisions about the chain configuration, shippers consider the optimal choice of means of transport, carriers, or ports. Seaports, as transport nodes, determine the functioning of supply chains they serve. A constant process observed in the world shipping is the consistent increase in the average size of ships. Adapting the port and port access infrastructure to the changes observed in the world shipping is a prerequisite for maintaining the competitive position of the port, and consequently of the entire transport chain. Adequate hydrological conditions ensuring safe access to ports for increasingly larger ships are necessary for the stable functioning and development of a port and the entire region. For shippers, the certainty that the handling of larger vessels is assured regardless of any fluctuating hydro-meteorological conditions and temporary vessel entry permits is a guarantee of security of supply. This study aims to demonstrate the impact of fairway deepening on port-oriented supply chain costs and security of supply, as well as verification of the importance of these factors for cargo shippers’ decision-making. The article used the case study method based on the port of Szczecin, for which the investment of deepening the fairway to 12.5 m is being implemented. The article estimates the transport costs of five transport chains served by the port of Szczecin. Our research showed that a 2.5 m increase in the permissible draught of ships results in a decrease of up to 25% in transport costs resulting mainly from the reduction in specific fuel consumption throughout the chain. The analysis of the results showed that a secondary benefit of deepening the fairway can change the structure of the port’s foreland. This conclusion was validated by means of in-depth interviews held with selected shippers cooperating with the port of Szczecin. An additional outcome of the interviews was identification of the remaining conditions that should be met to take full advantage of improved port accessibility. The research is the first step to broader studies assessing whether improving quality of port infrastructure can contribute to a reduction in emissions from ships in a port and thus facilitate the transition to zero-emission ports. The objective of this paper is to present the findings of an investigation of areas of concentration of selected functions within the Zielonki suburban community—namely, their mutual relations and accessibility. The investigation of interdependence between transport system development within a municipality and transformation processes observed to take place in its territory can allow one to determine the precepts of its future development. The investigation covered Zielonki—a suburban community near Krakow—as a distinctive case of contemporary transformations of the functio-spatial structure of a suburban zone that remains under the influence of the developmental processes of a large urban center in Poland. The ongoing urbanization of suburban areas indicates their constant investment attractiveness. However, the development of transport infrastructure does not seem to keep pace with the ongoing process of change, especially in the areas of new housing and service concentration zones. The observed phenomena negatively impact the emergence of a sustainable suburban space, and the increase in vehicular traffic lowers the quality of life within this area. Full article

Transport infrastructure-led development has been well recognized, especially in regard to China’s achievement, which has led to a growing range of programs and initiatives. However, some failures have subsequently raised debates over the effectiveness of such a development model, but existing studies have not yet given satisfactory explanations. This paper aims to provide an effective interpretation from the perspective of sustainable transport infrastructure by rethinking the transport infrastructure-led development model. According to our study, researchers have paid more attention to the development benefits of transport infrastructure and the mechanism, while constraints of different financing sources and patterns on the sustainability of transport infrastructure have been neglected, though financing patterns have drawn much attention. In this paper, we argue that the degree of constraints from financing patterns greatly impact the achievement of development benefits, in which the trade-off between cash-back and long-term benefits is essential for achieving the sustainability of transport infrastructure.
